Performance Max Campaign Management That Keeps PMax Honest
Performance Max can find conversions your Search campaigns miss, and it can also take credit for demand you
already had. Managing it well comes down to the controls Google now provides, a clean feed, and reporting that
separates new revenue from brand traffic it would have gotten anyway.

What Performance Max actually is in 2026
Google describes Performance Max as a goal-based campaign type that reaches all Google Ads inventory (YouTube,
Display, Search, Discover, Gmail, and Maps) from one campaign, built to "complement your keyword-based Search
campaigns" (About Performance Max campaigns). Three rules from that page shape every account John manages:
Exact match wins. Search campaigns with an exact-match keyword take priority over PMax when
the query matches that keyword. Search themes in PMax get the same priority as phrase and broad match.
Budget-limited Search gives ground. If your Search campaign is limited by budget, PMax may
occasionally serve on exact-match terms. Starving Search therefore pushes traffic into PMax.
Controls exist now. Campaign-level options include negative keywords, brand exclusions,
search themes, keywordless targeting, and Final URL expansion.
The control picture has changed a lot. PMax campaigns accept up to 10,000 negative keywords (Google Ads API: PMax campaign criteria), and accounts can run up to 100 PMax campaigns (Google Ads account limits). The
PMax search terms report
shows the queries that triggered ads, with data going back to March 2023. Negative keywords there apply to
Search and Shopping inventory. Display and Video need excluded content keywords instead.
What's included
Incrementality baseline. Before any change: brand vs. non-brand split of PMax conversions
(from the search terms report), new vs. returning customers where your data allows, and a written estimate of
how much PMax revenue is really new.
Campaign and asset group architecture. Asset groups grouped by margin tier and buyer intent,
with listing groups scoped to match. Google allows up to 1,000 listing groups per asset group, so the limit is
strategy, not software.
Exclusions program. Brand exclusions (unless the explicit goal is brand defense), shared and
campaign-level negatives built from the search terms report, URL exclusions for Final URL expansion, and
placement and content suitability settings.
Feed work. Merchant Center diagnostics, titles rewritten around the attributes people search
for, GTIN fixes, and custom labels for margin and seasonality so asset groups and bidding can use them.
Creative system. Text, image, and video assets for each asset group, pre-checked against

Reporting. Channel performance, asset and combination reports, search term categories, and a
monthly incrementality read in plain English.

Check whether PMax is the right tool

additional volume. Going PMax-only gives up the keyword-level insight and control that Search provides.
Fix the conversion goal
PMax uses Smart Bidding, so it chases whatever counts as a Primary conversion. For lead gen, that has to be
a qualified lead, ideally confirmed by an offline import, or PMax will find the cheapest form-fillers on the

Separate brand and protect Search
Brand exclusions stop PMax from claiming branded searches you already win cheaply in Search. Then we make
sure core non-brand Search campaigns aren't budget-limited, because that's the condition under which PMax
can take exact-match traffic.
Build asset groups around money, not menus
One asset group per product category feels tidy and usually performs poorly. We group by margin tier and
buyer intent, write audience signals and search themes for each group, and keep product filters aligned with
the landing page. Google specifically warns that auto-generated videos can feature products that don't match
the final URL.

Read channels, but optimize the campaign
Google's

is explicit that PMax optimizes overall campaign performance, not any single channel. We use channel data to
diagnose problems, such as low asset strength limiting Shopping or status issues blocking Search, rather
than to micromanage spend by channel.

turned out to be branded searches. With brand exclusions on and Search covering brand, the real contribution
became visible.
Spam leads from lead-gen PMax
If the goal is "form submitted," PMax will optimize toward submissions, including junk ones. We fix the goal

Revenue values on mixed-margin catalogs
Target ROAS on revenue pushes low-margin, high-price items. Custom labels for margin plus profit-based values,
where your data supports them, point the bidding at what you actually keep.
Final URL expansion sending traffic to the wrong pages
With Final URL expansion on, Google may replace the final URL with what it judges a more relevant page and
generate matching copy. We exclude careers, blog, support, and policy URLs, or switch the feature off when
landing page control matters more than reach.
Feed problems blamed on the bidder
Missing GTINs, truncated titles, and missing attributes quietly limit Shopping eligibility. Fix the feed first.

Branded searches are excluded from all of these and handled by a brand Search campaign. Every group gets its own
landing page focus so Final URL expansion, if it's on, has the right pages to pick from.
Measuring what Performance Max actually adds
PMax reports its own conversions, and those numbers include sales that would have happened anyway. The question
that matters is how much revenue disappears if the campaign is switched off. John answers it in three layers,
from cheapest to most rigorous:
Brand split. Using the PMax search terms report, separate branded queries from everything
else. Branded demand is the part most likely to convert through organic search or a brand campaign without
PMax. In eBay's field experiment, most clicks from brand-keyword ads came back through organic links when the
ads stopped (Blake, Nosko & Tadelis, NBER).
New-customer share. Where your platform and data allow it, compare new and returning
customers credited to PMax. A campaign that mostly reaches existing customers is often harvesting rather than
growing.
Holdout test. For larger budgets, pause or reduce PMax in a set of matched regions and
compare total revenue against the rest. That's the geo-experiment method Google's researchers documented (Vaver & Koehler), and the regional comparison can be modeled with Google's CausalImpact approach (Brodersen et al.).
One date to annotate: from August 17, 2026, budget-limited PMax campaigns on a ROAS or CPA target deliver closer
to the stated target, and Google warns that traffic may shift between channels (Changes to target based bid strategies). If a PMax campaign's ROAS fell toward its target in late August while revenue held, the update is the likely
cause, not a broken campaign. We review those targets before anyone reacts to the drop.
Pricing and engagement
Performance Max is managed as part of a flat monthly Google Ads fee, never a percentage of
spend, so there's no incentive for us to push more budget into PMax than it earns. Per the
pricing page, there are no long contracts, and the quote comes out of a free 30-day
audit that includes the brand and feed review described above. Feed cleanup in Merchant Center is scoped inside
that quote rather than billed as a surprise extra.
